Who has the responsibility to track their Sailors and ensure they receive appropriate Leader Development Training?

The Commanding Officer (CO) holds the ultimate responsibility for ensuring that all personnel under their command, including Sailors, receive appropriate Leader Development Training (LDT). The CO is responsible for the overall readiness, morale, and training of their command. This includes overseeing the professional development of Sailors through structured training programs designed to enhance leadership skills and career progression.

While other positions, such as the Chief Petty Officer, Division Officer, and Leading Petty Officer, play vital roles in supporting and implementing training initiatives and monitoring the development of personnel, it is the full accountability that rests with the Commanding Officer. They set the policies and priorities that govern the professional training and growth opportunities available to Sailors, thereby ensuring that their teams are prepared and qualified for future responsibilities and tasks within the Navy.
